I think people often don't view social sciences as a science because most social science constructs can not be objectively defined. We can come to generally accepted aggreement about what being happy, or intelligent, or angry is, but there is simply no way to identify these types of characteristics in a completely objective fashion. The processes social scientists use to study these phenomena are scientific, but they are starting with imperfect and variable constructs. However, many people also over-estimate the precision of other sciences. The only truly objective science is physics, though this is still limited by our measurement techniques.
